Steve Bourne
Founder and CEO
Parnassus Capital Ltd
Steve has worked in the public and private sector for over 25 years.
He has held senior roles on the promotion of financial services, investment and innovation strategy, and on matters related to international relations and trade.
From 2005, Steve was based in Eastern Europe for a period of six years, working for the inter-governmental non-proliferation organisation ‘The International Science and Technology Center (ISTC)’ representing the European Commission as the Director for External Relations. ISTC is now based in Astana and Steve worked on the transition of the diplomatic centre’s headquarters to Kazakhstan.
Returning to UK in 2011, Steve worked with Visa Europe in London as Manager for Central Europe, before joining TheCityUK to lead on relations with Kazakhstan, Russia, Central Asia and Turkey - promoting the international competitiveness of the UK’s financial and related
professional services industry. Steve led for TheCityUK on the European Bank for Reconstruction and Development’s (EBRD’s) and AIFC’s MoU on coordination of the UK-Kazakhstan partnership for the development of Astana’s International Financial Centre (AIFC).
Joining AIFC in July 2019, Steve was Chief of Staff in the Office of the Chairman, and supported AIFC’s Chief Investment Officer promoting Foreign Direct Investment (FDI) through the AIFC into Kazakhstan and the region and on all Board matters. Steve led AIFC’s membership of the World Alliance of International Financial Centers (WAIFC) and on the
development of corporate governance principles for AIFC.
Steve joined Oak Road Ventures in 2023 to focus on relations with the company’s international partners in the private and public sector and as lead advisor on the development of international financial centres.
Establishing Parnassus Capital, based in Astana, in 2024 - Steve works with investment partners globally to source opportunities primarily in the green and sustainability sector.
